So in an attempt to get me back up and running on my main PC I put a new MB in (which coincidentally did NOT fix my problem ) but the PWR_FAN cable is too short

Is it just a single wire ? if so then yeah it's just a sensor cable for rpm monitoring
If it's not then it's unusual but can be easily extended with a bit of wire, solder and heatshrink
I've had to make up the entire wiring for a case before out of cut out wires and my tiny little box has a custom made hard drive power cable thats just wires soldered up.
