Paypal Transaction Dispute?

Has anyone ever had to use the PayPal Transaction Dispute facility? Is it any use?

I've got a friend who has paid but has not received - and all their mails and calls are being ignored, apparently. It's not eBay or anything, but they have described it as a legitimate website. The transaction was via Paypal.

I've had refunds in the past for fleabay purchases that didn't pan out.

Was the refund forced through Paypal's intervention, or did the money come from Paypal itself as a sort of policy thing?

Hi File a NON DELIVERY of goods with paypal they will send an email to the seller and they will have 10 days to reply, if they dont get a responce in 10 days you will get a refund if they repond to the Paypal email then it will be your word vs there word unless they offered a recorded delivery option in which case you can prove you never got it and you will get a refund that way. I have had 3 refunds all in my favor in the last 12 months.

They gave them one last chance to respond before implementing the Dispute... did the trick.
