Their rules only make sense if they are trying to prevent spawn camping or those clowns that just enter an enemy base to get a chopper/plane to fly around in because they can't be bothered queueing for their own - essentially those that don't contribute anything to the strategy or fun of the game.
So, maybe the rules had a noble cause in their conception, but are sadly in the hands of n00bs...
All your questions are logical and reasonable, it's just that they (as in Admin) aren't.
Anyway, I've not played BF2 in a while, but I do/did have some excellent servers in my favourites which I'll dig out and drop here over the weekend.
