I put newer cats on the other day, since then sometimes I've been dropping down to less than 20fps from my normal 50/60 constant.. :/

I'd love to get as much as 20fps when I'm playing, then I might be able to play properly

OK, so I might be having a bit of a grey moment here...
Do I need to install the previous 'a' version of the performance driver as well as the 'b' on top of the 11.11 driver?

No, you just need to install the latest version. I find the best way is to unistall, reboot. Run driver sweeper and reboot, install new drivers reboot, install caps and reboot again.
Job sorted.

caps are not needed for single card set ups m8, in fact thay can sometimes cause issues all by themselves, best to try with and without.

I only installed a few days ago, reading the change log it seems I might benefit as sometimes on that tehran highway or whatever its called map, when you start at the amtraac I get black chunks at the bottom of the first dip before it goes up and over to the base, move the camera around a bit and it sorts itself out..
